The establishment of the A.O.T. was officially declared on December 29, 1999 in response to a long - time aspiration of Arab intellectuals considering translation a necessary means for Arab renaissance that supports development through transfer of knowledge, dissemination of scholarly thought, and enhances the development of the Arab language itself.

Establishing A.O.T. was preceded by surveys and studies of the situation of translation throughout the Arab World. For the same purpose, a feasibility study was undertaken, in addition to meetings and discussions attended by a wide variety of Arab intellectuals and specialists.
